India's nuclear power projects have faced delays due to the ongoing Russia-Ukraine and US-Israel-Iran conflicts, the government said in Parliament on Thursday.
“The major reasons for delay in construction/ commissioning of projects in the recent past have been due to ... the impact due to ongoing Russia-Ukraine and USA/ Israel-Iran geopolitical conflict,” the government said in a Rajya Sabha reply.
The reply marks the first time the government has explicitly listed the ongoing Russia-Ukraine and US-Israel-Iran conflicts as factors affecting the construction and commissioning of nuclear power projects. It listed the geopolitical conflicts alongside delays in critical equipment supplies, Covid-19-related disruptions, contractor cash-flow problems and shortage of skilled manpower.
The government also cited delays in supplies from Russia for the Kudankulam Nuclear Power Plant (KKNPP), difficult soil conditions at the Gorakhpur Haryana Anu Vidyut Pariyojana (GHAVP) and extensive design changes following the Fukushima incident in Japan as reasons for delays.
Several nuclear projects under construction have seen their commissioning schedules pushed back. The 2,000 MW KKNPP-3 and KKNPP-4 are now scheduled for June 2027 and June 2028, respectively, against their original commissioning schedules of March 2023 and November 2023.
KKNPP-5 and KKNPP-6, each with a capacity of 1,000 MW, are now scheduled for June 2029 and March 2030, respectively, against their original schedules of December 2026 and September 2027.
The government said it is taking measures to address the delays, including periodic reviews at multiple levels in the Nuclear Power Corporation of India Ltd (NPCIL) and Department of Atomic Energy, monitoring project progress, identifying constraints and holding meetings with vendors and contractors.
“Bulk ordering of long delivery equipment has been adopted and many equipment are under manufacturing/ progressive delivery for various reactors being implemented in fleet mode to ensure timely supply of long lead items for the projects,” the reply stated.
Meanwhile, the 700 MW Rajasthan Atomic Power Project (RAPP-7) commenced commercial operation on April 15, 2026, while RAPP-8 is in an advanced stage of commissioning and is expected to become operational in 2026.
Projects currently under construction are expected to add a cumulative 8,000 MW to the national grid upon progressive commissioning, according to the government.
