Ukraine's four new sanctions packages target representatives of Russian occupation administrations, individuals involved in the illegal removal of Ukrainian grain, and entities supplying the Russian military and defense industry, covering several levels of the system supporting Russia's war.
Vladyslav Vlasiuk, the President's Commissioner for Sanctions Policy, said this in a comment to Ukrinform.
"The four new sanctions packages target several levels of the Russian system supporting the war against Ukraine. They include representatives of occupation administrations, people involved in the economic exploitation of temporarily occupied territories and the material supply of the Russian military," he said.
According to Vlasiuk, the sanctions demonstrate a consistent effort to dismantle the occupation hierarchy at every level.
"The cases of Yury Turulyov and Sanal Adyayev in the Kherson region show that pressure is being brought both on those organizing the administrative and legal integration of the seized territories and on individuals involved in their economic exploitation, including the illegal removal of Ukrainian grain. At the same time, sanctions against Russian lawmaker Viktor Kushnir disrupt the covert supply of drones and equipment to the Russian military through private and political networks," Vlasiuk said.
The list also includes Sergei Baburin, deputy speaker of Russia's State Duma, who publicly promotes claims about the "legality" of the occupation of Ukrainian territories, denies Ukrainian identity and seeks to discredit Ukraine.
Vlasiuk stressed that a strategic core of the package is the sanctions imposed on companies belonging to the Rusal group, including the Sayanogorsk, Krasnoyarsk, Bratsk and Ural aluminum plants, as well as Russian Aluminium Management, the group's management company. He noted that "aluminum is a critical raw material for the enemy's aircraft, missiles and artillery." The company's management has also been sanctioned.
Vlasiuk stressed the importance of disrupting the entire production chain, noting that alumina, for example, is supplied by Aughinish Alumina, which is owned by Rusal.
"We are working to ensure that the EU and/or the Irish government makes a decision to restrict the supply of alumina to the enterprises that have now been sanctioned," he said.
According to Vlasiuk, a preventive strike against the infrastructure supporting Russian drone technologies is equally important.
"Sanctions against the so-called Crimean Research Institute of Unmanned Technologies, initiated by sanctioned official Sergei Aksyonov, are aimed at suppressing enemy capabilities at the development stage. Since this structure is involved not only in the development of FPV drones, electronic warfare systems and artificial intelligence, but also in training operators and engineers, the restrictions cover the entire ecosystem," he said.
The sanctions also target companies without which Russia's defense industry cannot operate normally. For example, Metall Industry supplies metalworking equipment and software to Russian defense-industry enterprises. Its counterparties include the sanctioned Kalashnikov, Istok and Design Bureau of Chemical Automation. Another example is the Engineering and Industrial Company research and production enterprise, which manufactures specialized equipment, including TDA-3 smoke generators used to conceal troops and facilities from reconnaissance and precision weapons.
In other words, Vlasiuk said, the sanctions target specific production links that supply the Russian military and its defense industry.
"Finally, the inclusion of animation content producers such as Masha and the Bear LLC, Animaccord studio and Studio MiM shows that sanctions pressure is expanding into the humanitarian sphere," he said.
According to the commissioner, imposing restrictions on specific legal entities in Russia blocks the use of children's media products as an instrument of propaganda and influence over Ukrainian children.
"Ukraine now has legal grounds to approach global platforms, including Netflix and YouTube, to request that they cease cooperation with sanctioned entities and block the monetization and distribution of their content to Ukrainian audiences," Vlasiuk said.
As reported, President Volodymyr Zelensky recently signed four decrees enacting National Security and Defense Council decisions to impose sanctions on Russian defense-industry enterprises, companies belonging to the Rusal group, collaborators, senior officials, and the creators and distributors of the animated series "Masha and the Bear."
