The South Korean government is considering expanding its strategic oil storage capacity beyond the 20 million barrels originally planned as the Middle East war prompts a reassessment of the country’s oil security strategy.
According to government and industry sources Sunday, the Ministry of Trade, Industry and Resources is expected to announce a revised fifth oil stockpiling plan for 2026-2030 next month, along with the basic resource security plan. The oil plan sets targets for strategic crude reserves to guard against supply disruptions.
The government is discussing an expansion of 30 million to 40 million barrels, or 1.5 to two times the 20 million barrels initially planned. In April, the ministry announced the original expansion, citing requests from Middle Eastern oil producers seeking to store crude in Korea.
Korea’s government-run oil storage facilities have a capacity of 146 million barrels, holding about 100 million barrels of government-owned reserves and roughly 30 million barrels of crude held as international joint reserves. The facilities are effectively full after accounting for space needed for maintenance and operations.
The Korean government’s storage facilities are also used to hold crude for foreign companies and oil producers.
In exchange for storage fees, the Korea National Oil Corp. gets the right to purchase the crude first in an emergency. Saudi Arabia and the United Arab Emirates are among the countries reportedly seeking to use the facilities.
Analysts noted that the expansion originally planned may not be enough to provide sufficient capacity to respond to an emergency.
The government and private-sector refiners currently hold about 190 million barrels of oil reserves, equivalent to more than 200 days of supply – well above the International Energy Agency’s 90-day benchmark.
However, that calculation assumes exports are halted. If oil product exports are maintained at normal levels, the reserves would cover only about 68 days of demand.
To maintain exports while securing a 90-day supply, Korea would need about 252 million barrels, based on daily consumption of 2.8 million barrels. That means the government and private sector would need to increase their combined reserves by more than 60 million barrels from current levels.
The difficulty of realistically halting oil product exports during the Middle East conflict, given Korea’s international trade relationships, has also underscored the need to expand storage capacity.
“Few countries import crude on the scale of Korea while also exporting large volumes of refined petroleum products,” said Kim Jin-soo, a professor in the Department of Earth Resources and Environmental Engineering at Hanyang University. “Strategic oil reserves should be sized to reflect these distinctive supply and export characteristics.”
