STATEMENT BY MR. JÉRÔME BONNAFONT, PERMANENT REPRESENTATIVE OF FRANCE TO THE UNITED NATIONS

AT THE SECURITY COUNCIL (TRANSLATED FROM FRENCH)

I would like to begin by thanking the Under-Secretary-General for Political Affairs, Ms. Rosemary DiCarlo, as well as Mr. James Byrne, Director of the Open Source Center. Their briefings serve as a reminder of the need for the Council to remain focused on the North Korean proliferation crisis and to see to the implementation of its resolutions.

This is why France joined five other members of this Council in calling for this meeting, as requested by South Korea and Japan in their letters of April 24.

Since Monday, the 11th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons has been taking place in this very building. This nearly universal treaty constitutes the cornerstone of the international disarmament and non-proliferation regime, which must be preserved and upheld now more than ever.

Addressing the Review Conference during the general debate on Monday, the Minister for Foreign Affairs of France, Mr. Jean-Noël Barrot, recalled that one of the major threats to this non-proliferation regime and to international security remains North Korea’s ongoing pursuit of illegal nuclear and ballistic missile programs.

In the past twenty years, flouting its international obligations, including the resolutions unanimously adopted by this Council, North Korea has conducted six nuclear tests. It has continued to develop its nuclear weapons and enshrined them in its Constitution. It has engaged in advancing its ballistic capabilities, for instance by conducting, since 2022, more than a hundred launches of missiles of various ranges.

These violations undermine the authority of this Council’s resolutions. They undermine the integrity of the non-proliferation regime, which it is in our common interest to defend. They are all threats to regional stability and the security of neighboring States. France reaffirms its solidarity with South Korea and with Japan in the face of these North Korean provocations.

The President of the Republic of France recalled this solidarity during his visit to those two countries in early April. On that occasion, France extended its support for South Korea’s efforts to rekindle inter-Korean dialogue and to implement confidence-building and de-escalation measures. It is regrettable that, at this stage, Pyongyang only responded to this willingness to engage in dialogue by initiating further ballistic missile tests—five during the month of April alone.

We remain concerned by the fact that a permanent member of this Council continues to provide its protection, and even its complicity, to North Korean violations of resolutions that this permanent member itself supported.

The Russian Federation and North Korea have been engaging in illicit military cooperation, which has included arms transfers between the two countries and the deployment of North Korean soldiers on the Ukrainian front. This North Korean support for the war of aggression against Ukraine constitutes a violation of the UN Charter as well as of this Council’s resolutions. This cooperation remains close, as demonstrated by recent visits by senior Russian officials to North Korea.

To avoid any accountability, Russia alone cast a veto on the renewal of the Panel of Experts of the 1718 Committee, whose mandate ended exactly two years ago. The non-renewal of this Panel is a significant obstacle to the Committee’s work and an impediment to the right of all Member States to receive independent and impartial information on the implementation of the Council’s resolutions.

In this dangerous situation, we need to remain mobilized to ensure implementation of the Council’s resolutions and the attainment of the objectives they have set. France consistently reiterates these messages, particularly during the work of the Non-Proliferation Treaty Review Conference. France hopes to gather, on this occasion, broad support for the statement on the North Korean nuclear challenge, prepared jointly with South Korea.

First, France calls upon this Council to resume work with a view to reconstituting the Panel of Experts, whose work is of critical importance to support the 1718 Committee in the implementation of its mandate and to provide information to Member States.

Pending a reconstitution of the Panel, France will continue to participate, alongside ten partners including South Korea and Japan, in the “multilateral sanctions monitoring team” tasked with producing reports on violations of sanctions regimes related to North Korea.

While this initiative does not seek to replace the Panel of Experts, it makes a useful contribution to mitigating the effects of its dissolution. Moreover, this initiative is in accordance with Security Council resolutions: paragraph 41 of Resolution 2270 explicitly calls upon Member States to share all information in their possession regarding non-compliance with resolutions relating to North Korea.

Furthermore, we encourage the Committee to continue its efforts to ensure the effective implementation of the Council’s resolutions. In this regard, France stands ready to consider the United States’ proposal to designate seven vessels that are alleged to have been involved in circumventing sanctions.

Finally, we reiterate our call for North Korea to return to compliance with its international obligations, to engage in the path of diplomacy, and to conduct discussions with a view to a complete, verifiable, and irreversible denuclearization.
