Taiwan has stepped up efforts to counter threats of annexation and “united front” tactics in the face of intensifying pressure from China, an official said on Sunday.

China has ramped up diplomatic suppression of Taiwan, adopting a comprehensive and non-military strategy to infiltrate society, said the official familiar with cross-strait affairs who declined to be named.

The Chinese Communist Party (CCP) has this year increasingly denied Taiwan global access to undermine its sovereignty while advancing its agenda of cross-strait “reunification” and integration, the source said.

The escalating pressure is part of Chinese President Xi Jinping’s (習近平) efforts to legitimize his likely re-election as Chinese president next year, the official said.

The CCP has since 2020 claimed that the median line of the Taiwan Strait does not exist, and has since 2022, when then-US House of Representatives speaker Nancy Pelosi visited the nation, increased its warplanes and ships operations around Taiwan, the official said.

In 2024, it claimed that Kinmen and Lienchiang (Matsu) counties have no prohibited and restricted waters after a Chinese fishing boat — which was unregistered, uncertified and unnamed — capsized in waters off Kinmen County, they said.

Last year, more than 3,000 Chinese aircraft were detected crossing the Taiwan Strait’s median line, they added.

The CCP is changing the cross-strait “status quo” almost every year, they said.

This month, China claimed it has sovereignty and jurisdiction over waters off eastern Taiwan after Japan and the Philippines last month announced they would initiate negotiations to delimit their exclusive economic zones, the official said.

Chinese coast guard vessels, fishing boats and official ships were sent to waters off eastern Taiwan “for patrols and law enforcement” from June 1 to June 10, they added.

“Chinese diplomatic pressure against Taiwan is relentless,” the official said, citing obstacles to President (賴清德) William Lai’s delayed trip to Eswatini, Taiwan’s exclusion from a WTO ministerial conference in Cameroon, and the revocation of visas for members of a Taiwanese delegation at a marine conference in Kenya, where an academic was also detained for 20 hours.

Taiwan continues to implement measures to counter annexation, “united front” tactics and infiltration, the official said.

Amid concerns over cooperation between the Chinese Nationalist Party (KMT) and the CCP in China’s Straits Forum, the government, for the first time, barred local governments from participating.

Separately, in response to China’s transnational repression that infringes on sovereignty and human rights, a national security official said Taiwan would not only seek to promptly address such incidents, but also to fully expose them and work more closely with international partners facing similar threats.

The official, who spoke on condition of anonymity, said efforts are under way to build a real-time legal and intelligence cooperation framework to curb authoritarian expansion, framing individual cases as part of a broader effort to safeguard what they called the “security of the democratic supply chain.”

Taiwan should draw on US and European practices to impose tougher penalties on alleged “collaborators,” combining legal reforms, enforcement and public education to block Beijing’s attempts to extend its influence, the official added.

Anyone who assists China in cross-border repression will face the strictest legal consequences, they added.
